9:20 am - 10:00 am OPENING KEYNOTE: The True Impacts of Open Government and How to Safely Release Data

In recent years the way in which contemporary governments operate has become more complicated and new modes of government service delivery have increased the complexity of agency operating environments. These changes require flexible and robust information infrastructure to promote credible stewardship and effective use of information. The Information & Privacy Commission provides independent oversight of both the right to access information and the right to privacy.

This session will explore:
  • Recently published guidelines to help government departments make informed decisions about open data
  • Strategies for government departments to overcome concerns about privacy, confidentiality, defamation, and confusion about open government laws
  • Balancing information access and privacy

10:00 am - 10:30 am Information Access and Privacy, Data Protection and Sharing: A New Approach for Modern Government

The OVIC aims to ensure that the government’s collection, use and disclosure of information is conducted in a way that serves the community, as envisaged by Parliament. The OVIC has combined oversight of Freedom of Information, privacy, and data protection. This combines the functions of the previous Office of the Commissioner for Privacy and Data Protection and the Office of the Freedom of Information Commissioner.

This session will explore:
  • The establishment of a new direction for engagement with public sector agencies that will assist them in information management and access issues and to drive positive systemic and cultural change
  • Building a consistent regulatory approach across all three areas of FOI, privacy and data protection
  • Opening up about any potential data issues and finding a solution

11:30 am - 12:10 pm Shaping Future Rail and Transport through Transport for NSW’s Open Data Initiative

Transport for NSW is fostering innovation through embracing IoT and the Open Data Initiative. This involves supplying rail-time data to apps with over 5 million unique customer downloads. For our rail networks, this can uncover easier, lower cost ways that customers can access the network or even optimise the movement of transport. Drawing on the importance of Open Data in supporting future rail and transport networks, Chris will discuss:

  • Building the foundation and making a case for an Open Data Initiative to accelerate innovation and project your organisation as forwardthinking
  • Accessing real-time data to help improve congestion-management initiatives and programs that lead to more reliable travel times on the transport network
  • Understanding the potential of open data to analyse consumer behaviour and response to the network to develop innovative customer solutions and unlock opportunities for developers

12:10 pm - 12:50 pm Extracting Value from Data without Compromising Patient Privacy at Queensland Health

Open data can provide economic and social benefits and assist with improving government service delivery. It is clear that health data will not be fully ‘open’ in terms of how people view the wordfreely available to everyone. Instead it will become more ‘accessible’ under carefully controlled conditions, by clearly identified groups and for clearly defined purposes. There are a number of processes/ structures that facilitate this access. This session will explore:

  • Development of an open data portal for healthcare
  • Exploring the types of data shared on this portal
  • Developing technology options that may allow more value extraction from data
